In this paper, we focus on whether and to what extent we judge that people are responsible for the consequences of their forgetfulness. We ran a series of behavioral studies to measure judgments of responsibility for the consequences of forgetfulness. Our results show that we are disposed to hold others responsible for some of their forgetfulness. The level of stress that the forgetful agent is under modulates judgments of responsibility, though the level of care that the agent exhibits toward performing (...) the forgotten action does not. We argue that this result has important implications for a long-running debate about the nature of responsible agency. (shrink)

In the U.S.A., advocates of academic freedom—the ability to pursue research unencumbered by government controls—have long found sparring partners in government officials who regulate technology trade. From concern over classified research in the 1950s, to the expansion of export controls to cover trade in information in the 1970s, to current debates over emerging technologies and global innovation, the academic community and the government have each sought opportunities to demarcate the sphere of their respective authority and autonomy and assert themselves in (...) that sphere. In this paper, we explore these opportunities, showing how the Social Contract for Science set the terms for the debate, and how the controversy turned to the proper interpretation of this compact. In particular, we analyze how the 1985 presidential directive excluding fundamental research from export controls created a boundary object that successfully demarcated science and the state, but only for a Cold War world that would soon come to an end. Significant changes have occurred since then in the governance structures of science and in the technical and political environment within which both universities and the state sit. Even though there have been significant and persistent calls for reassessing the Cold War demarcation, a new institutionalization of how to balance the concerns of national security and academic freedom is still only in its nascent stages. We explore the value of moving from a boundary object to a boundary organization, as represented in a proposed new governance body, the Science and Security Commission. (shrink)

BackgroundEthics review is the process of assessing the ethics of research involving humans. The Ethics Review Committee (ERC) is the key oversight mechanism designated to ensure ethics review. Whether or not this governance mechanism is still fit for purpose in the data-driven research context remains a debated issue among research ethics experts.Main textIn this article, we seek to address this issue in a twofold manner. First, we review the strengths and weaknesses of ERCs in ensuring ethical oversight. Second, we map (...) these strengths and weaknesses onto specific challenges raised by big data research. We distinguish two categories of potential weakness. The first category concerns persistent weaknesses, i.e., those which are not specific to big data research, but may be exacerbated by it. The second category concerns novel weaknesses, i.e., those which are created by and inherent to big data projects. Within this second category, we further distinguish between purview weaknesses related to the ERC’s scope (e.g., how big data projects may evade ERC review) and functional weaknesses, related to the ERC’s way of operating. Based on this analysis, we propose reforms aimed at improving the oversight capacity of ERCs in the era of big data science.ConclusionsWe believe the oversight mechanism could benefit from these reforms because they will help to overcome data-intensive research challenges and consequently benefit research at large. This book is a sustained attack on the widespread impression that Samuel Johnson and David Hume were antithetical characters, a notion largely nourished by that (...) memorable moment when Boswell brings up Hume "and other skeptical innovators" and Johnson replies, as we all remember, "Truth will not afford sufficient food to their vanity; so they have betaken themselves to error. Truth, sir, is a cow which will yield such people no more milk, and so they have gone to milk the bull." Professor Potkay feels that this image has radically distorted our perception of the truth.A large part of the problem, as Potkay sees it, is that the Johnson of the biography is not the same as the Johnson seen in his writings. Boswell, he claims, "superbly fashioned a Johnson after his own heart" (p. 29). Biography is beset with the misapprehensions we all have of another individual, but personal writing is equally subject to rhetorical posturing, selective memory, and other histrionics of the ego.Potkay makes a strong and interesting case for the proposition that Johnson and Hume were in accord as to their ideas of happiness. "Johnson and Hume set forth largely compatible visions of human happiness that, while rooted in Cicero, draw as well on modern authors..." (p. 5). In this view, happiness is intrinsically social, the inverse of Sartre's L'enfer, c'est les autres. We are estimable in our own eyes only if we are so in the eyes of others. The astronomer in Rasselas finally surmounts his delusion that he controls the weather only by leaving his solitude for the society of others. Hume declared that perfect solitude is the greatest punishment that we can suffer (p. 60). Hume and Johnson both agree that cities afford the greatest happiness through a multiplicity of agreeable consciousness--London for Johnson and Paris for Hume.Potkay argues that the chief ethic in the writings of both Hume and Johnson [End Page 169] "is the eclectic, Ciceronian brand of Stoicism Hume delineates in 'the Stoic', a sociable Stoicism whose end is 'the moderating of our passions, the enlightening of our reason'" (p. 77). The path to happiness lies in cultivating reason and moderating passion. However, unlike ethicists that downgrade the passions, Hume and Johnson see the passions as necessary and good. As against the whole duty of man, they think that pride is good, unless it causes pain to others. This is fresh news for those of us who have squirmed in Sunday school classes when pride was severely denounced and humility recommended--squirmed in spite of our reverence for Milton. Johnson and Hume viewed pride and the pleasure derived from praise as inspiring progress in trades, professions, arts, and science. It excites ingenuity. This is what we didn't dare say in Sunday school.Potkay searches indefatigably for parallels between the two men. We are told that they both rejected the hard determinism that some thinkers derived from Newtonian physics. In the midst of all this we have another discussion of tragedy, pity and fear, etc., the sort of thing that requires the reckless exuberance of youth in order to relish. Are we expected to feel astonished that here too we find them in accord? The parallels between the two men are pushed to the point that a reader might begin to suspect that there is a hidden half of the text that is being withheld, perhaps countervailing evidence. We begin to feel that lurking suspicion evoked by someone too zealously dedicated to a thesis.By the middle of the book, a reader is likely to be convinced that far from going forth to milk the bull, Hume was almost an intellectual twin of Johnson. This paper investigates the truth conditions of sentences containing indefinite noun phrases, focusing on occurrences in attitude reports, and, in particular, a puzzle case due to Walter Edelberg. It is argued that indefinites semantically contribute the (thought-)object they denote, in a manner analogous to attributive definite descriptions. While there is an existential reading of attitude reports containing indefinites, it is argued that the existential quantifier is contributed by the de re interpretation of the indefinite (as the de re reading adds (...) existential quantification to the interpretation of definites on Kaplan’s analysis). O estudo consiste na discussão da perspectiva larrosiana do conceito de experiência, a partir do livro Tremores. Partiu da pergunta: O conceito de experiência como acontecimento fundamenta a necessidade de uma nova língua educacional? O método tratou de pesquisa bibliográfica que teve o início na revisão de literatura sobre o tema, análise sistemática do livro Tremores, da mesma forma que problematização em torno do conceito de acontecimento em Martin Heidegger e de experiência em Walter Benjamin. Como resultado, o conceito de (...) experiência se expressa como raridade e deve ser pensado como acontecimento capaz de trazer novos sentidos. Para Larrosa, pensar novos sentidos é pensar novas realidades, tendo como base os sentidos gerados pelos mecanismos de subjetivação que existem em cada indivíduo. Sendo o sentido individual e subjetivo, é responsável por mostrar a cada indivíduo uma forma de experiência. Assim, a aposta diz respeito à necessidade de se repensar as linguagens, das quais emergem o mundo de cada indivíduo, e, além disso, de pensar a pedagogia como transformadora do que já existe por meio da linguagem. A linguagem possibilita a compreensão de si e do outro, em uma realidade abstrata que se perdeu das palavras e se distanciou da verdadeira experiência e do mundo real, enquanto acontecimento. Locke argued that religious belief ought to be compatible with reason, that no king, prince or magistrate rules legitimately without the consent of the people, and that government has no right to impose religious beliefs or styles of worship on the public. Locke’s defense of religious tolerance and freedom of thought was revolutionary in its time. Even today, his letter poses a challenge to religious intolerance, whether state-sponsored or originating from religious dogmatists. Based on both Locke’s original Latin and the (...) seventeenth-century English translation of William Popple, this edition offers a reader-friendly version that remains loyal to the original text. II. Without mentioning what most of the article is about, Fish plucks out some remarks from a small part of it and condemns me as being antiblack, antifeminist, and so forth. It seems to me that Fish, after removing a few sentences from context , then does three other things: he summarizes or rephrases these remarks in such a way as to turn them into a polemical statement; he makes an inference—all his own; and he then attacks the inference he (...) has made. In his second paragraph, speaking unfavorably of the old-fashioned hope of finding universal values, he states: “It follows, then, … that works which advocate or have their origin in particular attitudes, strategies, sectarian projects, or political programs do not qualify as literature and should not be treated as such by literary scholars” . It by no means ”follows,” except perhaps in Fish’s mind. It follows merely that some of these concerns—if pursued in isolation from other contexts and in a spirit of propaganda—are not, by themselves, an adequate substitute, or replacement, for approaches that may provide a center from which to move to the subjects Fish mentions. I certainly have no wish to exclude these subjects from the curriculum. In fact, I have probably devoted as much of my teaching to some of them, especially political writing, as has Fish. I realize that for Fish himself our reactions in reading are inevitably subjective and that no text can be viewed as a settled thing. But I must plead that the reader, before condemning me because of Fish’s remarks, judge me by what I said rather than by what he inferred or magnified. I said only that, facing a decline in numbers of students, English departments found it more tempting than ever to provide courses on subjects often removed from larger contexts and treated in comparative isolation rather than to require more general study of history, philosophy, sociology, or psychology. I should like to repeat that I was not condemning departments for doing this. I felt it was rather sad that what Fish calls the “market,” and the fondness of so many students now for propagandistic approaches, should force us to jettison much that was more rigorous and demanding therefore less popular. In his 1962 lectures on the problem of identification, Jacques Lacan focused on this phrase in Freud in order to exemplify the difference between the subject and the signifier. The use of the phrase by Benjamin in his essay on ‘Destiny and Character’ inflects (...) the discussion toward questions of ‘comedy’ and ‘tragedy’, and thereby links the singularity of the signifying process to literary and theatrical forms. The majority of Kant scholars has taken it for granted that for Kant the soul is in some sense present in space and that this assumption is by and large unproblematic. If we read Kant’s texts in the context of debates on this topic within 18th century rationalism and beyond, a more complex picture emerges, leading to the somewhat surprising conclusion that Kant in 1770 can best be characterised as a Cartesian about the mind. The paper first develops a framework (...) for describing the various positions on the place of the soul in space as varieties of ‘localism’, since German philosophers of the 18th century all agreed on the fact that the soul is in some sense present in space. Strong localists (Crusius, Knutzen) maintain that the soul occupies a place that cannot at the same time be occupied by a material substance. The Königsberg Wolffian Christian Gabriel Fischer is an ‘epistemic localist’ defending the view that our knowledge about the presence of the soul in space is limited. Bilfinger holds that the soul only represents itself as being present in space, he is a ‘representational localist’. The Cartesians, including Leonhard Euler and his teacher Samuel Werenfels, assume that the soul is effective in a region of space without truly being present there. They are ‘virtual localists’. Kant’s attitude towards this problem before the 1760s is a bit unclear. But his writings in this period are at least compatible with the strong localism defended by Knutzen. In the Herder transcripts (1762-1764) and other texts after 1760, Kant begins to distance himself from this view, but he does not articulate clearly his own position. This trend culminates in Dreams of a Spirit Seer (1766), where Kant oscillates somewhat uneasily between epistemic and virtual localism and criticises explicitly the Cartesian thesis that the soul’s presence in the body is limited to a determinate region. The dissertation from 1770 marks another radical change in Kant’s views on the place of the soul. Here, he subscribes to virtual localism and its concomitant thesis that the soul itself is, properly speaking, nowhere. Together with the thesis that the soul knows that it belongs to the mundus intelligibilis this makes Kant in 1770 a Cartesian about the mind. (shrink)

In questo saggio si ricostruiscono gli argomenti di Clarke, in primo luogo quelli relativi alla dimostrazione dell’esistenza di (...) Dio, evidenziando le influenze di Cartesio, Locke e Newton. Aesthetic form is a figure moving through a rain storm, an image perhaps from Susanne Langer, one illuminatingly apposite to Theodor W. Adorno’s concept of form, drawn from the idea of determinate negation—though Adorno never would have provided so open-handed an image. But Langer and Adorno’s thinking in any case derives ensemble from what is a secret to no one who has ever thought about it, as is easily documented in a pinch by thousands of years of Neoplatonists. And if (...) that one insight is commonly given with or without philosophical qualification, the problem of the perception, presentation, and comprehension of that movement—which is anything but a fact, except in the etymological sense of being a deed, and may not be there to be seen at all—its critical discernment, hardly amounting to yea or nay, inevitably runs up against the puzzle that it can neither be imitated or simply discussed. Though without an element of each, and not as if they might just be stirred together, what is at stake is failed. But whatever the difficulties involved, and they are necessarily insuperable, what is first of all important, so far as this commentary on Samuel Beckett’s What Where is concerned, is that Beckett himself found this, his last work for the theater, on stage a failure. All the same, the sense in which this work is Beckett’s Tempest is the reason for this close commentary of the work’s stage script. The intention here, then, is the reverse of Adorno’s essay on Beethoven’s Missa solemnis, which was a labor in the disillusionment of a reputed masterpiece (Alienated Masterpiece). It should be noted, incidentally, that the discussion of the Westminster Chimes, which here figures centrally, is not a claim to establish the work’s origins but an aspect of that problem of presentation, already mentioned. So far as the origin of this essay goes, however, it is written in memory of Rolf Tiedemann (1932–2018) in appreciation of his magisterial editions of the collected works of Adorno and Walter Benjamin, his life work. This volume, (...) edited by Paul Wilford and Samuel Stoner, not only analyzes the historical foundations of Kant's idea of progress but also explores contemporary reflections on such questions as the following: Do we still believe in the possibility of progress? And if not, why has this ability been lost? What about liberal democracy, which is contested from many sides?In addition to a lucid introduction, which clarifies the concepts of modernity and postmodernity, the volume assembles thirteen chapters. While the first seven chapters deal with the idea of progress in Kant, the remaining six contributions shed light on the history of that idea after Kant. Within the framework of this review, only selected articles can be discussed. In chapter 1, Oliver Sensen examines the idea of moral progress in the individual. In chapter 2, Kate Moran asks the fundamental question: should we believe in moral progress? According to Kant, the human being possesses "a duty to avoid despondency" (46). Following Kant, she encourages us not to go down the road of misanthropy as a consequence of one's own or others' moral failure, but "to be generous in our assessments of others" (46). In chapter 3, Jens Timmermann takes up this aspect again and illustrates clearly how complex Kant's concept of moral progress is. Moreover, he highlights that moral progress has a double meaning for Kant: "first in a fundamental change of priorities—privileging morality over self-interest—and then in an ever-closer approximation to a perfectionist ideal of virtue" (61). Like some of the other contributors to this volume, however, Timmermann remains rather vague regarding possible avenues for further research. Two other contributions deal specifically with Kant's relationship to religion. In chapter 5, Naomi Fisher asks how God, teleology, and progress are connected in the third Critique. She argues that in the 1790s, Kant made concrete new efforts to integrate different strands of his philosophy "and to develop a more unified view of the human being as free and natural" (93). Chapter 6 is a joint contribution by the two editors of this volume entitled "Realizing the Ethical Community." Their focus is on Kant's religious writings and their role in the context of a "Reformation of Culture." They notice—an observation as important as it is exciting—that Kant tempered his ambitious goal regarding the moral betterment of human beings with his ideas about radical evil. At the same time, Kant insisted that people must become aware of their duty to improve themselves.In the second section, Kant is brought into conversation with his contemporaries and some of his successors. In chapter 8, Karl Ameriks provides an overview of the relationship between history, progress, and autonomy in Kant, Herder, and beyond. In chapter 9, Richard L. Velkley analyzes the significance of language, embodiment, and the supersensual in Fichte. In chapter 10, Mark Alznauer examines the concept of philosophical history in Hegel.The volume concludes with three different but equally stimulating contributions. In chapter 11, Ryan S. Kemp argues that Kierkegaard "relocated" the concept of the Highest Good: "Unlike Kant, who regards happiness as realizable (if at all) only in an afterlife, Kierkegaard seems to think that the person who truly embraces the self-denial of Christian love, can, even now, receive the world in joy" (200). In this approach, Kierkegaard was clearly different from his predecessors in the German idealistic tradition. Reconsidering Arendt’s On Revolution (1963) and its evocation of Hermann Melville’s novella Billy Budd (1891), I show first that the novella bears the traces of an essay by Samuel Taylor Coleridge, “The (...) Appeal to Law” (1809). Then, drawing on Walter Benjamin’s writings on trauma in Illuminations (1968, edited by Arendt), I discuss the political importance Arendt attaches to the proper way of telling a story, at a time when “the communicability of experience is decreasing” (Benjamin, Illuminations, 86). Through the analysis of Benjamin’s “The Storyteller” and Arendt’s “heartless” report on the Eichmann trial (1963), I equally show that, according to Arendt, testimonies must be narrated, or rather performed, in a dispassionate, dry, and compact manner so that they can be historically and politically relevant.
